Meditation and telepathy are different yet related things. One naturally leads to the other, although I understand some groups such as falun gong do not feel this way. Meditation is tuning out distractions. Telepathy is focusing on a specific voice in your mind. It is like on your TV, you tune to a “blank” channel, and all you get is “white noise”. So then you change the channel, and you get a progam and images that make sense to you.
I’m not sure about the philippine government, but hopefully you will be able to read the Roswell interview I recommended. You might find some answers there.
